The penalty for obscuring a license plate is the same as that for altering a license plate. According to the "Road Traffic Safety Law of the People's Republic of China," motor vehicle license plates must be hung as required and kept clear and intact, and must not be deliberately obscured or defaced. Those who deliberately obscure, deface, or fail to install motor vehicle license plates as required will be given a warning or fined. Additionally, under the "Regulations on the Application and Use of Motor Vehicle Driving Licenses," driving a motor vehicle on the road without a license plate or deliberately obscuring, defacing, or failing to install a license plate as required will result in a 12-point deduction. If 12 points are deducted, the driver must attend a seven-day legal education session at the location where the driving license was issued or where the violation occurred, followed by a retake of the theoretical driving test (Subject One). Only after passing the test can the driver resume driving. Obscuring a license plate is strictly prohibited by traffic regulations, and being caught will result in an immediate 12-point deduction. Therefore, drivers should ensure their license plates remain clear and unobstructed. Article 58 of the "Regulations on the Application and Management of Motor Vehicle Driving Licenses" states that if a motor vehicle driver accumulates 12 points within a scoring cycle, the traffic management department of the public security authority shall confiscate their driving license. The driver must report to the traffic management department of the public security authority at the place where the license was issued or where the violation occurred within 15 days to attend a seven-day course on road traffic safety laws, regulations, and related knowledge. After completing the course, the vehicle management office must administer a test on road traffic safety laws, regulations, and related knowledge within 20 days. If the driver passes the test, the points will be cleared, and the driving license will be returned. If the driver fails, they must continue attending the course and retake the test. Those who refuse to attend the course or take the test will have their driving license suspended by the traffic management department of the public security authority.
