Previously, pricing was based on scrap metal or a fixed amount per vehicle, making the price 'fixed' without market flexibility. The current policy may provide vehicle owners with an additional way to negotiate prices." According to the "Detailed Rules", if the "five major assemblies" of scrapped motor vehicles meet remanufacturing conditions, they can be sold to enterprises with remanufacturing capabilities in accordance with national regulations for remanufacturing and recycling. After undergoing the same inspection and testing as new prototypes upon leaving the factory, they can be reused in repair shops. At the same time, the "Detailed Rules" clearly state that the country implements a qualification certification system for recycling and dismantling enterprises. These enterprises should establish sales ledgers for scrapped vehicle parts, truthfully record information such as the quantity, model, and flow direction of the "five major assemblies", and enter this information into the "National Automotive Circulation Information Management Application Service" system.
