Starting from May 1, 2019, China implemented new standards for motor vehicle exhaust emission testing. The new standards mainly include OBD (On-Board Diagnostics) inspections. If the vehicle's malfunction indicator light is on or faults are detected during inspection, exhaust emission testing cannot be conducted, resulting in failure to pass the annual inspection. Additionally, the new standards have stricter emission limits and added nitrogen oxide testing for diesel vehicles. The main changes in the new standards are: 1. Tightened pollutant emission limits with more stringent requirements. 2. Added OBD inspection requirements to examine the OBD functionality and fault alarm handling of certain existing vehicles. 3. Added NOx testing methods and limit requirements for diesel vehicles (implemented in November), addressing the lack of standards for NOx emissions from in-use diesel vehicles. 4. Standardized the procedures and items for emission testing, with regulations on visual inspections, OBD checks, pollutant emission testing, and reporting. 5. Standardized the content and time limits for data recording, storage, and documentation. 6. Added relevant requirements for newly registered vehicles, transfer registrations, and roadside inspections.
