The 'fuel shut-off' lever of the fuel injection pump is partially pulled to the shut-off position: When the engine is shut down, the fuel supply rack of the fuel injection pump can be pulled to the 'fuel cut-off' position by pulling the 'fuel shut-off' lever on the governor of the fuel injection pump, thereby achieving engine shutdown. If after shutdown, the 'fuel shut-off' lever is not pushed back to the fully released position but remains in a partial shut-off position, the fuel supply rack of the fuel injection pump is restricted to a partial fuel supply position, causing the engine to not receive full-load fuel supply and exhibit insufficient power.
