Article 53 of the Road Traffic Safety Law stipulates: When police cars, fire trucks, ambulances, and engineering rescue vehicles are performing emergency tasks, they may use sirens and warning lights; under the premise of ensuring safety, they are not restricted by driving routes, directions, speeds, or traffic signals, and other vehicles and pedestrians should yield. At the same time, Article 50, Paragraph 2 of the Road Traffic Safety Law stipulates: When police cars, fire trucks, ambulances, and engineering rescue vehicles are not performing emergency tasks, they must not use sirens or warning lights and do not enjoy the road priority rights specified in the preceding paragraph. Running a red light is not illegal under the following circumstances: Yielding to special vehicles: Yielding to ambulances, fire trucks, and other special vehicles. If you are caught by surveillance cameras for running a red light while yielding to special vehicles, manual review will not record the violation. Even if recorded, you can apply for reconsideration at the traffic police department. Extreme weather: When visibility is very low, and even electronic police cannot clearly see the traffic lights. The photos of the violation may be blurred, and if you accidentally run a red light, the traffic police will not impose penalties. Emergency situations: When rushing a critically ill patient to the hospital, you may run many red lights, and 12 points (on your license) may not be enough. After delivering the patient, you can provide proof from the hospital or the person rescued to the traffic police for verification. If confirmed, the violation record can be cleared. If possible, it is best to call an ambulance to avoid accidents caused by running red lights. Traffic police direction: During rush hours, traffic police may temporarily direct traffic at important intersections. Drivers must follow the hand signals of the traffic police. Article 38 of the Implementation Regulations of the Road Traffic Safety Law of the People's Republic of China states the following for motor vehicle and non-motor vehicle traffic signals: When the green light is on, vehicles are allowed to proceed, but turning vehicles must not hinder the passage of straight-moving vehicles or pedestrians. When the yellow light is on, vehicles that have already crossed the stop line may continue to proceed. When the red light is on, vehicles are prohibited from proceeding. At intersections without non-motor vehicle or pedestrian traffic signals, non-motor vehicles and pedestrians should follow the motor vehicle traffic signals. When the red light is on, right-turning vehicles may proceed if they do not hinder the passage of other vehicles or pedestrians.
