License plate numbers cannot be transferred. Additional information: 1. License plates are not allowed to be bought or sold. After transferring or scrapping a vehicle, only the owner can apply to the vehicle management office to retain the license plate. Unused original license plate numbers will automatically be stored in the vehicle management office's motor license plate database and will not be reissued. 2. Many vehicle owners mistakenly believe that license plates are their private property and can be used indefinitely once obtained. License plates can only be retained and used by the original owner (individual or organization) and cannot be transferred to others. Original license plates can only be retained when the vehicle is transferred to another person or scrapped. If the owner relocates the vehicle to another region, even if the vehicle remains under their name, the original license plate cannot be retained. 3.
