If there is an agreement, organize the transaction information and prepare to file a lawsuit. You can also report the matter to the police. If there was no agreement initially and the person cannot be found now, first apply for a replacement vehicle registration certificate to invalidate the one held by that person. Call the insurance company; you have the right to check insurance records to locate that person.
