I'm a young guy who just got my driver's license, and I was struggling with this same issue last year. Based on my personal experience, you should definitely take Subject 4 first before submitting your file. Subject 4 is the safe and civilized driving theory test—you get the results immediately after taking it, and only after passing can you submit your file to get your license. You can submit your file at the driving school or the DMV; just bring your ID and previous test records. After passing, I went straight to submit mine and got my license in two or three days. If you do it the other way around—submitting your file first and then taking Subject 4—failing Subject 4 would invalidate your file and waste time. The whole process is pretty smooth; the driving school instructor will remind you of the steps, so don’t worry too much—just focus on reviewing the question bank. Remember, the order is fixed—don’t skip around or you’ll just be spinning your wheels.
