It is possible not to cancel the ETC if it is no longer in use, but failing to do so may lead to negative consequences: If the license plate number is recycled but the bound ETC is not unbound, the new owner will be unable to bind an ETC, thus inconveniencing others; if the car is sold to someone else without canceling the ETC and the device remains in the vehicle, the toll station will recognize the ETC device, and as long as the bank card has a balance, toll fees will continue to be deducted from the bank card.
