New vehicle license plate registration can be handled by someone else, as long as the owner's provided ID card matches the name and ID number on the purchase invoice. Notes for new vehicle license plate registration; Note 1: Although imported vehicles and some domestic cars, small, and mini passenger vehicles have been included in the exemption list, the number of domestic car models exempt from inspection is relatively small. After the implementation of the new policy, all domestic cars can be exempt from inspection. The exemption scope includes cars and small, mini passenger vehicles and two-wheeled motorcycles marked with "exempt from new vehicle inspection." Note 2: The exemption does not include off-road vehicles, small and mini ordinary passenger vehicles, and heavy or medium-sized trucks. Note 3: Exemption from inspection does not mean direct license plate registration. The exemption for new vehicles only omits some inspection items. Currently, new vehicles must still undergo appearance inspection, photo-taking, and number stamping at the inspection site before registration. Additionally, tailpipe emission tests for environmental purposes are still required.
