Tianjin Guoneng Automobile is not a state-owned enterprise. Guoneng Automobile is a limited liability company (solely owned by a foreign-invested enterprise legal person). As of May 7, 2019, Guoneng had not yet launched any vehicles for sale, with only the NEVS-93 in pre-sale status.
