Vehicles that still fail to meet the national standards for in-use vehicles regarding atmospheric pollutant emissions or noise after repairs, adjustments, or the adoption of control technologies. 3. Vehicles that have not obtained the mandatory inspection compliance mark for three consecutive inspection cycles after the expiration of the inspection validity period. 4. Vehicles that have reached a certain age and mileage.
