There is no minimum speed limit on ordinary roads. Road speed limit regulations and penalties for speeding: The speed limit on highways is generally 110~120km/h; on primary roads such as national and provincial highways, the speed limit is 80km/h. The speed limit on suburban roads is 70~80km/h, while on urban roads it is 40~60km/h. Penalties for speeding on roads: If a vehicle exceeds the legally set maximum speed or the speed indicated by speed limit signs, or fails to slow down when required by law, it constitutes illegal speeding. Road speed limit signs usually indicate the maximum allowed speed, and ordinary roads typically do not explicitly mark a minimum speed. However, highways are an exception. While they mainly indicate the maximum speed limit, different types of vehicles on highways have minimum speed limits in designated lanes. If a leading vehicle drives too slowly, it may cause following vehicles to drive too fast, increasing the risk of rear-end collisions.
