During cold starts, the moisture in the exhaust pipe condenses into water, and this hole is designed to let the accumulated water drain out. Once in winter, the exhaust pipe froze and got blocked, making the exhaust sound muffled when driving—it was because this hole was clogged. Now, whenever I wash the car, I remember to use an air gun to blow out this small hole, especially after driving on muddy roads.
