Be a resident of Shanghai or hold a Shanghai residence permit and have continuously paid social insurance or personal income tax in Shanghai for at least three years prior to the application date; 2. Not currently hold a passenger vehicle quota certificate; 3. Not own a motor vehicle registered with a passenger vehicle quota; 4. Hold a valid motor vehicle driver's license; 5. Have no records of relevant road traffic violations within one year prior to the application date.
