License plate fees are not mandatory to be paid at the 4S store. According to Article 9 of the "Consumer Rights and Interests Protection Law of the People's Republic of China": Consumers have the right to independently choose goods or services. Consumers have the right to independently choose the operators who provide goods or services, select the types of goods or service methods, and decide whether to purchase any product or accept any service. When consumers independently choose goods or services, they have the right to compare, evaluate, and select. Consumers have the right to choose services themselves. If they do not want to pay the license plate fee or register the car at the 4S store, the 4S store cannot force them to do so. However, in reality, most 4S stores nowadays have requirements for in-store license plate registration. Is the 4S store's license plate fee legal or not: If the 4S store forces consumers to pay the license plate fee, it constitutes a violation of the law, and consumers can call 12315 to file a complaint. However, if the 4S store gives consumers the right to choose, it does not constitute a violation of the law.
