Highway tolls are not waived during the Mid-Autumn Festival. The periods for free highway travel include four national statutory holidays: the Spring Festival, Qingming Festival, Labor Day, and National Day. The free period starts at 00:00 on the first day of the holiday and ends at 24:00 on the last day (the time is determined by when the vehicle exits the toll lane on the highway). On July 24, 2012, the State Council issued the "Implementation Plan for Exempting Small Passenger Vehicles from Toll Fees on Major Holidays." The plan stipulates: 1. Free travel time: The free travel period applies to the four national statutory holidays—Spring Festival, Qingming Festival, Labor Day, and National Day—as well as the consecutive holidays determined by the State Council for these statutory holidays; 2. Free travel vehicles: Eligible vehicles include passenger vehicles with seven seats or fewer (including seven seats) traveling on toll roads, as well as motorcycles permitted on ordinary toll roads; 3. Free toll roads: The scope of free toll roads includes those that comply with the "Highway Law" and the "Regulations on the Administration of Toll Roads," and have been legally approved (including toll bridges and tunnels).
