Yes, the scoring reset time starts at 0:00 on the date the driver's license was issued. At that moment, the driver's license begins a new scoring cycle. Legal Basis: Article 68 of the "Regulations on the Application and Use of Motor Vehicle Driver's Licenses" states that if a motor vehicle driver accumulates 12 penalty points within one scoring cycle, the traffic management department of the public security organ shall detain their motor vehicle driver's license. The motor vehicle driver shall, within 15 days, attend a seven-day study session on road traffic safety laws, regulations, and related knowledge at the traffic management department of the public security organ where the driver's license was issued or where the violation occurred. After completing the study, the vehicle management office shall conduct an examination on road traffic safety laws, regulations, and related knowledge within 20 days. If the examination is passed, the penalty points will be cleared, and the motor vehicle driver's license will be returned; if the examination is not passed, the driver must continue to study and retake the examination. If the driver refuses to attend the study or take the examination, the traffic management department of the public security organ shall announce the suspension of their motor vehicle driver's license. If a motor vehicle driver accumulates 12 penalty points or more twice within one scoring cycle, or accumulates 24 penalty points or more, the vehicle management office shall also conduct a road driving skills test within 10 days after the driver passes the examination on road traffic safety laws, regulations, and related knowledge. The road driving skills test shall be conducted according to the highest permissible vehicle type indicated on the driver's license.
