Is it still necessary to affix the compulsory traffic insurance label on the windshield?

It is not mandatory to affix it on the windshield. If electronic insurance policies have been implemented in the local area, there is no need to display the compulsory traffic insurance label on the vehicle. However, if electronic policies have not yet been adopted, the compulsory traffic insurance label must still be affixed. According to Article 95 of the Road Traffic Safety Law: If a motor vehicle driven on the road does not display the inspection qualification mark or insurance mark, or if the driver fails to carry the vehicle license or driving license, the traffic management department of the public security organ shall detain the vehicle, notify the party to provide the corresponding license, mark, or complete the required procedures, and may impose penalties in accordance with Article 90 (a warning or a fine ranging from 20 to 200 yuan). As of 2022, the following provinces and cities have abolished the paper label for compulsory traffic insurance: Beijing, Shanghai, Shandong, Shanxi, Guangdong, Henan, Hubei, Hunan, Jiangxi, Guizhou, Guangxi, Yunnan, Shaanxi, Hebei, Sichuan, and Gansu. Compulsory Traffic Insurance for Motor Vehicles: The full name of compulsory traffic insurance is "Compulsory Liability Insurance for Motor Vehicle Traffic Accidents." It is a mandatory liability insurance where the insurance company compensates for personal injuries, deaths, and property losses (excluding vehicle occupants and the insured) caused by road traffic accidents involving the insured vehicle, within the liability limits. The premium is based on the nationally unified standard rates. However, the price of compulsory traffic insurance varies depending on the vehicle type, primarily influenced by the number of seats. Compared to the over 20 exemption clauses in commercial third-party liability insurance, compulsory traffic insurance covers a much broader range, including losses caused by intentional acts of the victim, the insured's own property losses, related arbitration and litigation costs, and certain indirect losses from accidents. Moreover, regardless of whether the insured vehicle is at fault in an accident, compulsory traffic insurance will provide compensation within the liability limits, with no deductible or exemption. Introduction to Electronic Insurance Policies: An electronic insurance policy refers to a digital policy issued by an insurance company using digital signature software and enterprise digital certificates that comply with the PKI system, bearing the electronic signature of the insurer. The insurance policy, abbreviated as the policy, is the formal written proof of the insurance contract between the insurer and the insured. It must fully record the rights, obligations, and responsibilities of both parties. The content recorded in the policy serves as the basis for both parties to fulfill the contract. The insurance policy is proof of the establishment of the insurance contract. Advantages of Electronic Insurance Policies: Saves paper resources, eliminating the need to print insurance proof labels; Time-saving and convenient, unrestricted by time or location, with information accessible online anytime, quickly and easily; Allows for reissuance or resending, eliminating concerns about loss. If a paper version is needed offline, it can be printed or mailed; Simplifies management, as electronic standardization makes it easier for insurance companies and traffic police departments to manage vehicle insurance information.
Last year when I went for my annual vehicle inspection at the DMV, I specifically asked the staff about it. Now electronic compulsory traffic insurance labels are being promoted nationwide. Last year, I was pulled over by traffic police twice while driving, and both times I passed by showing the electronic version through the 12123 app on my phone. The paper label on the windshield had turned yellow and started peeling, so I removed it long ago. However, it's important to note that you still need to have a complete compulsory traffic insurance policy. Electronic policies can be checked on Alipay, and they're automatically uploaded to the traffic management system when you purchase insurance. But when driving in other regions, it's advisable to download and save the electronic certificate in your phone's photo album. Some small local traffic police systems might not be connected to the network, so I always take screenshots and save them when going on long trips, just in case.
