Filing transfer process: Obtain a second-hand vehicle transaction invoice, take rubbings of the chassis and engine numbers (if not visible to the naked eye, have them done at a repair shop), remove the license plate for photography, verify the records at the archives, inspect the vehicle, submit the application at the vehicle management office, and package the vehicle management office records, known as the "major file".
