There is no specific regulation in the laws and statutes regarding this, so theoretically, it is permissible to drive shirtless, but it is not recommended. The "Road Traffic Safety Regulations of the People's Republic of China" stipulate the following for motor vehicle drivers: When driving a vehicle, the driver must carry a driver's license and vehicle registration certificate; It is prohibited to lend, alter, or forge a driver's license; It is prohibited to hand over the vehicle to someone without a driver's license; It is prohibited to drive after drinking alcohol or to drive while wearing slippers; It is prohibited to smoke, eat, chat, or engage in any other behavior that may hinder safe driving; It is prohibited to exceed the number of passengers specified on the vehicle registration certificate.
