New vehicle registration can be handled by someone else on behalf of the owner, as long as the ID card provided by the owner matches the name and ID on the car purchase invoice. It is not mandatory for the owner to go in person. Documents required for new vehicle registration: ID card, vehicle certificate of conformity, vehicle parameter sheet, second and fourth copies of the car purchase invoice, vehicle purchase tax receipt, car insurance policy, etc. Additionally, the car purchase invoice, vehicle certificate of conformity, ID card or organization code certificate and its copy used for issuing the invoice, compulsory traffic insurance policy, tax payment certificate, and for non-locals, a temporary residence permit. Notes on new vehicle registration: Although imported vehicles and some domestic cars, small and mini passenger vehicles have been included in the exemption list, the number of domestic car models exempt from inspection is relatively small. Exempt models do not include off-road vehicles, small and mini ordinary passenger vehicles, or heavy and medium-duty trucks.
