Downgrading from A2 to C1 is not necessary. If you reach the age of 60, you must downgrade to C1; if you are under 60, the downgrade is voluntary. According to regulations, if a motor vehicle driver voluntarily downgrades their permitted driving category, they must fill out an application form and submit their identity proof and motor vehicle driver's license. To process a voluntary downgrade, the following materials are required: 1. The original driver's license; 2. The applicant's original identity proof and a copy; 3. Two one-inch white-background color photos of the applicant; 4. If the applicant is 60 years or older, they must also submit a physical condition certificate. After a voluntary downgrade, if there are no demerit points, the current scoring cycle can be exempted from review.
