It is preferable for the owner to be present during the vehicle transfer process. However, if the owner is unable to attend due to urgent matters, it is still possible to proceed by appointing a representative. The following documents are required: original ID cards of both the buyer and the seller, the representative's ID card, and a power of attorney. Please note that any outstanding traffic violations must be settled before the transfer can be processed. If the seller cannot be present, a local representative with an ID card or temporary residence permit must assist in the process. The seller should prepare the original ID card of the original driver (along with a copy), the vehicle's motor vehicle registration certificate (and a copy), the original vehicle license (and a copy), among other materials. Similarly, if the buyer cannot be present, a local representative with an ID card or temporary residence permit must assist. The buyer needs to prepare their original ID card and temporary residence permit. It is advisable for both the buyer and seller to be present during the vehicle transfer. If attendance is impossible, both parties must provide the aforementioned documents to the representative, who should also have their ID card or temporary residence permit ready. Vehicle transfer procedure: Upon arrival at the transfer office, present the required documents to obtain a "XX City Used Vehicle Sales Contract," which both parties must fill out. After completion, submit all the documents to process the "Transfer Acceptance." Drive the vehicle to the inspection area where staff will inspect the vehicle, take impressions of the vehicle identification number, and remove the license plates.
