It is considered unlicensed driving, and you must have the physical license in hand. Ten situations that constitute unlicensed driving or are deemed as unlicensed driving: 1. Not having a driver's license; 2. Obtaining a driver's license illegally without taking the exam; 3. The driver's license has been canceled or revoked; 4. Not meeting the driving conditions (age and health status) and obtaining the license illegally; 5. The driver's license has expired; 6. The driver's license is temporarily suspended; 7. Driving a civilian vehicle with a military or armed police force driver's license; 8. Driving in China with a foreign driver's license; 9. Driving a vehicle that exceeds the highest permitted vehicle class; 10. The motor vehicle has no license plate.
