Is it allowed to reverse if failing to make a U-turn at an intersection?

At intersections where U-turns are permitted (not on crosswalks), drivers are allowed to reverse for adjustment if failing to complete the U-turn in one attempt, and this does not constitute a traffic violation. However, motor vehicles are prohibited from making U-turns at locations with no U-turn or no left-turn signs/markings, as well as at railway crossings, crosswalks, bridges, sharp curves, steep slopes, tunnels, or any hazardous road sections. Article 49 of the "Implementation Regulations of Road Traffic Safety Law" states the following: Point 1: Motor vehicles shall not make U-turns at locations with no U-turn or no left-turn signs/markings, or at railway crossings, crosswalks, bridges, sharp curves, steep slopes, tunnels, or any hazardous road sections. Point 2: At locations without no U-turn or no left-turn signs/markings, motor vehicles may make U-turns provided they do not obstruct the normal passage of other vehicles and pedestrians.
