It is allowed to cross the line in a left-turn waiting lane because the left-turn waiting area is marked with dashed lines. Vehicles can cross the line but must not exceed it and should follow the traffic markings. Currently, crossing the line in a left-turn waiting lane is not considered a traffic violation.
