Dalian does not support electronic driver's licenses. Starting from September 1, 2021, the following 28 cities will begin to promote and apply electronic driver's licenses: Beijing, Tianjin, Shijiazhuang, Changchun, Daqing, Shanghai, Wuxi, Suzhou, Yancheng, Taizhou, Ningbo, Jiaxing, Nanchang, Jinan, Qingdao, Changsha, Guangzhou, Shenzhen, Nanning, Chongqing, Chengdu, Mianyang, Zigong, Nanchong, Guiyang, Kunming, Xi'an, Yinchuan. The role of electronic driver's license: After obtaining an electronic driver's license, it can serve as a supplement to the traditional paper driver's license. It can also be used to handle some simple traffic violation cases and minor traffic accident cases. When encountering routine inspections by traffic officers during driving, the electronic driver's license can also be presented, greatly facilitating people's lives. How to apply for an electronic driver's license: If the driver's license is within the validity period, the electronic driver's license can be applied for through the "Traffic Management 12123" app. However, if the driver's license is seized, suspended, overdue for physical examination, overdue for review, or announced to be stopped from use according to the law, it cannot be applied for.
As an ordinary citizen who frequently drives in Dalian, I can say that Dalian supports electronic driver's licenses, which is incredibly convenient. I remember a few days ago when I went to the vehicle management office for some business, I used the electronic version displayed on my phone app, and the traffic police checked it smoothly without needing to rummage through my wallet for the physical card. The electronic driver's license can be downloaded and updated through the 'Traffic 12123' app, as long as you have a smartphone. The benefits are that it never gets lost, is immune to being crushed or water-damaged, and is environmentally friendly by saving paper. However, when using it, I recommend carrying a power bank with you to avoid any inconvenience caused by a dead phone battery. As a major city, Dalian has long followed the policy and implemented it quite well. Overall, it has changed driving habits, making travel more intelligent.
From a traffic management perspective, Dalian has fully adopted electronic driver's licenses. I understand this is part of a nationwide initiative promoted by the Ministry of Public Security, and Dalian is no exception. Electronic driver's licenses hold the same legal validity as physical ones, with traffic police scanning the QR code for verification during routine checks. However, it's important to ensure your app is updated to the latest version to avoid issues like expired QR codes. I've encountered cases where someone's phone malfunctioned temporarily, so it's advisable to keep a paper copy as backup. This policy makes driving more convenient, but remember to follow traffic rules and not misuse the electronic version. The benefits include saving time and resources while promoting green transportation.
Technology is advancing so fast now, and the electronic driver's license works really smoothly in Dalian. After downloading it with just one click on the 'Traffic 12123' app, I don't need to carry the card when driving out. This thing is super practical, especially during travel or rush hour commutes—just scan your phone. The electronic version has many benefits: it prevents document loss, reduces the risk of forgery, and is also eco-friendly. Dalian is doing quite well in this aspect, keeping pace with big cities.
