This is the battery voltage, not the generator's power output. 13V is still considered normal. The reason for high voltage in a car generator is usually a malfunctioning voltage regulator. If the generator's voltage regulator fails, causing loss of control or abnormal voltage detection circuitry, the generator may produce excessively high voltage. Engine voltage malfunction: When the generator's voltage regulator fails, the generator produces excessively high voltage, which increases with higher RPM.
