If your face was captured in a traffic violation, you cannot use someone else's driver's license to deduct points. This is because capturing your face means the driver has been identified. If you still attempt to have someone else take the penalty points, the substitute will be fined and have their license suspended for one month if discovered, and the original driver will also face penalties. Buying or selling driver's license points is illegal. The reason someone else's license can sometimes be used to deduct points is that surveillance photos often only confirm which vehicle committed the violation but cannot identify the specific driver. Article 60, Paragraph 2 of the Public Security Administration Punishment Law stipulates: Those who forge, conceal, or destroy evidence, provide false testimony, or falsely report cases, thereby obstructing administrative law enforcement agencies from handling cases according to law, shall be detained for 5 to 10 days and fined between 200 and 500 yuan.
