I've been driving a Jetta for over a decade, and turning on the fog lights is actually quite simple. Turn the headlight switch to the low-beam position, then look for a rotating ring at the top of the stalk marked with a fog light icon—that's the fog light switch. Twist it forward once to turn on the front fog lights (a green fog light indicator will appear on the dashboard), and twist it again to activate the rear fog lights (displayed as an orange indicator). A key point to note is that not all models allow you to turn on the rear fog lights independently—most newer cars require the low beams to be on before the fog lights can be activated.
