Consult the local vehicle management office. Prepare the required materials and complete the necessary procedures. Obtain a rubbing card to trace the vehicle frame number at the transfer hall, declare that the vehicle is being relocated out of the area, and submit the aforementioned materials and procedures at the transfer acceptance window. Drive the vehicle to the inspection area for transfer. Once the vehicle passes inspection, the public security vehicle management department will confiscate the original license plate and vehicle registration certificate.
