Starting from June 1, 2019, China will implement a nationwide "one-certificate-for-all" policy for small vehicle driver's licenses. Applicants can directly apply for a driver's license anywhere in the country using their resident ID card. Additionally, small vehicle driver's license exams can be taken in different locations, and there is no longer a need to submit residence registration certificates. Below are the relevant details: 1. Driver's License Exam Reform: This reform actively promotes the nationwide synchronization and mutual recognition of exam results and implements the policy of taking small vehicle driver's license exams in different locations. If an applicant has already passed part of the small vehicle driver's license exam and their residence changes—such as moving to another location for work, study, or life—they can directly apply to the local vehicle management office to change the exam location. They can then schedule the remaining exams in their current residence, and the previously passed exams will still be valid. 2. License Collection at Residence: After passing all exams, the driver's license can be directly collected at the current residence, effectively avoiding the need to travel back and forth between locations or retake exams. This ensures that living in another location and obtaining a driver's license can be accomplished without conflict.
