Just solved this issue: replacing hydraulic engine mounts works best! When rubber parts in old cars harden, engine vibrations directly transmit to the cabin. Remember to buy vehicle-specific models and don't cheap out. You'll need a jack to support the engine during removal/installation. Also check if exhaust pipe hangers are cracked - my Focus had exhaust resonance due to broken hangers. Switching to quiet tires can reduce noise by 3dB too; with less tire noise, engine sounds become more noticeable. After these three fixes, now the steering wheel doesn't vibrate at idle, and only makes muted sounds above 3000 RPM.
