Temporary license plates are paper-based motor vehicle plates issued by public security vehicle management departments, permitting temporary road use before official vehicle registration. When driving the vehicle from the place of purchase to another location, you must apply for temporary plates at the vehicle management office where the purchase was made. 2. If the vehicle is being transferred and the official plates have been surrendered, you need to apply for temporary plates at the local vehicle management office to drive back to your home location. 3. If a new car without official plates in the local area needs to be driven to another location for modifications, you must apply for temporary plates locally. After modifications are completed, apply for temporary plates at the modification location to drive back to the original area.
