Insert the key into the seat lock hole on the left side of the lower fairing, then turn it to open the seat. The seat lock is integrated with the steering lock. Insert the key into the steering lock and turn it to the left to open the seat. Alternatively, insert the key into the steering lock, turn it slightly to the left to align with an arrow mark, then press the key downward to open the seat.
I've been riding my scooter for many years, so I'm quite familiar with opening the seat. Usually, there's a keyhole at the bottom of the seat.
