The fuel tank of the Jetta is opened from the outside, and you must have the key to open it. The fuel tank cap is located on the side of the passenger seat. Then press the fuel tank cap to open it.
I've been driving a Jetta for over ten years and am very familiar with how to open the fuel tank cap. After getting in the car, sit firmly in the driver's seat and look down at the floor area on the left side. There's usually a small lever or pull ring there - just give it a firm pull to pop open the fuel tank cap. For newer Jetta models, there might be a button on the panel below the steering wheel that you can press lightly. But remember, the car key must be inserted in the ignition or in the unlocked position, otherwise pulling won't do anything; the fuel tank cap automatically locks when the car is locked. Once I was in a hurry to refuel and forgot to unlock it, which caused me a lot of trouble - since then I've made it a habit to check first after getting in. Also, regularly clean around the lever to avoid dust buildup, as it can get stuck easily in summer heat and affect operation. Always turn off the engine before refueling for safety to prevent accidents.
