For vehicles repainted in a different location, the owner can directly submit a registration application to the local vehicle management office. According to Article 56 of the newly revised "Motor Vehicle Registration Regulations" by the Ministry of Public Security: small and micro passenger vehicles applying for registration changes due to color alterations can submit applications to the vehicle management office at the vehicle's current location if the vehicle is not in its registered location. The local vehicle management office should inspect the motor vehicle as required, review the submitted proofs and credentials, and electronically transfer the inspection data to the registered vehicle management office. The registered office will then review the data and issue a new driving license accordingly. Documents required for applying for a motor vehicle color change include: "Motor Vehicle Change Registration Application Form"; identity proofs and copies of the vehicle owner and agent; motor vehicle registration certificate (green book); motor vehicle driving license; and clearance of all previous fines. According to Article 6, Chapter 2 of the "Road Traffic Safety Law," if the color change area of a motor vehicle does not exceed 30%, no change registration is required. Conversely, if it exceeds 30%, registration is necessary within 10 days after the color change. Notes on vehicle color change: Before repainting the vehicle, it is advisable to consult the vehicle management office where the vehicle is registered to confirm whether color changes are permitted in that region. If the region does not support such changes, registration cannot be processed post-repainting, and the vehicle must be restored to its original color. Additionally, according to Article 10 of the "Motor Vehicle Registration Regulations," owners are no longer required to apply in advance to the vehicle management office. They can first change the vehicle color, install body kits, replace the engine, etc., and then apply for change registration. Registered motor vehicles must apply for change registration under the following circumstances: Change of body color. Replacement of the engine. Replacement of the body or frame. Whole vehicle replacement due to quality issues. Change of use nature, such as commercial vehicles converted to non-commercial or vice versa. Change of the vehicle owner's residence in or out of the vehicle management office's jurisdiction. Furthermore, according to Article 15 of the "Road Traffic Safety Law of the People's Republic of China": Police cars, fire trucks, ambulances, and engineering rescue vehicles must be painted with designated patterns and equipped with alarms and signal lights as required. Other motor vehicles are prohibited from using similar patterns, alarms, or signal lights specific to these vehicles.
