After a vehicle is declared a total loss, the unit or individual must submit a scrapping application. The unit or individual should bring the vehicle's driving license or a copy of it, along with the ID card of the person delivering the car, to the Municipal Metal Recycling Corporation to obtain a vehicle scrapping and recycling certificate. With the vehicle scrapping and recycling certificate, driving license, license plates, and other relevant documents, proceed to the Municipal Vehicle Management Office to complete the household registration cancellation. Using the vehicle scrapping and recycling certificate, go to the Transportation Bureau and Operation Department to complete the procedures for canceling road maintenance fees, freight charges, and fixed asset registration.
