Remove the fixing nut of the speed cable under the speedometer and pull out the speed cable. Then lift the front wheel and rotate it to see if the speed cable rotates along with it. If it rotates, it indicates an issue with the dial, possibly due to broken or loose reduction gears inside the dial. Since individual speed dials are not sold separately, the entire assembly needs to be replaced. If it doesn't rotate, it suggests that the speed cable might be broken or the counting claws inside the front axle are excessively worn. Further inspect the speed cable to see if it can be pulled out from the front axle.
