From the date of registration, inspections are required once every 2 years within the first 6 years, once every year after exceeding 6 years, and once every 6 months after exceeding 15 years. Note: Taxi-to-private and commercial-to-private are completely different concepts under the non-commercial category. If a car was registered in 1999 as non-commercial, its mandatory scrapping deadline would be 2099, effectively an indefinite period. However, if it's a taxi-to-private conversion, its mandatory scrapping deadline would be 2007. The scrapping period for taxi-to-private vehicles is the same as that for taxi passenger vehicles, meaning even if a taxi was used for just one day, it must be scrapped after 8 years.
