I just passed my C1 driver's license test not long ago. There's actually no specific limit on the number of retakes for Subject 4 (theoretical safety test), as long as it's within the validity period of the driving test. The validity period is usually three years, starting from the date you passed Subject 1. When I took Subject 4, I failed the first time and had to retake it twice before passing. Each retake requires a waiting period of about 10 days before you can schedule again, and there's a retake fee of around 150 yuan per attempt. I usually practice with the 'Driving Test Treasure' app, brushing up on traffic rules and safety knowledge. Remember, once the validity period expires, the entire driving test becomes invalid, and you have to start over from Subject 1, which is quite troublesome.
