The manifestation of 【drivers while driving】 includes situations like slow-moving traffic, intermittent driving, waiting for traffic signals, etc. The manifestation of 【answering handheld phone calls or other behaviors that hinder safe driving】 includes using handheld methods to make or receive calls, or holding mobile phones or other electronic devices to send/receive text messages or WeChat messages by viewing the screen or operating the device, watching Douyin, Kuaishou, Weibo, or other apps, playing games, etc. Even if the phone or other electronic devices are fixed with a phone holder, engaging in activities such as sending/receiving text messages or WeChat messages, watching videos, browsing app pages, or playing games by viewing the screen or operating the device is similarly dangerous as doing so with handheld devices, as it diverts the driver's attention and focus to the screen, and thus is also considered a violation. However, if a driver uses hands-free car phones, mobile phone earphones, or speakerphone functions for calls without affecting safety, it is not considered a violation of making or answering handheld phone calls. Although using Bluetooth, etc., is not treated as a violation, such behavior is not encouraged, as it can still distract the driver and affect safe driving.
