Novice drivers can drive on highways after 12 months. According to Order No. 139 of the Ministry of Public Security of China, the probation period for new drivers is 12 months starting from the day they obtain their driver's license, during which they are not allowed to drive on highways. If a novice driver is caught driving on highways during the probation period, they will be fined between 20 and 200 yuan, without any penalty points. According to Article 65 of the 'Regulations on the Application and Use of Motor Vehicle Driving Licenses' (Order No. 123 of the Ministry of Public Security), novice drivers must be accompanied by a driver who has held a driving license for the same or a higher vehicle category for more than three years when driving on highways during the probation period. For drivers of small automatic transmission vehicles for the disabled, they can be accompanied by a driver who holds a driving license for small automatic transmission passenger vehicles or higher.
