License plate restriction photos are taken 4 hours apart. If photos are taken continuously within 4 hours, it counts as one violation. After that, every additional 4 hours accumulates another violation. Introduction to vehicle restriction policies: The tail number restriction policy was implemented before the Beijing Olympics to ensure smooth traffic and meet air quality standards.
