Units or individuals should use the quota within its validity period. If the quota is not used within the validity period, it will be deemed abandoned. For quotas obtained through the lottery system, if not used within the validity period, the applicant will be prohibited from applying for incremental quotas for two years starting from the day after the expiration date. Renewal quotas cannot be extended: Whether the transfer can be processed on the day the quota expires depends on the vehicle management office's business appointment system.
