Vehicle registration transfer approval takes three days. Vehicle registration transfer applies to used cars, and it only occurs in used car transactions. Relevant regulations: Article 13, Paragraph 1 of the "Motor Vehicle Registration Regulations" stipulates: "The vehicle management office shall, within three days from the date of acceptance, annotate the changes on the motor vehicle registration certificate, reclaim the license plate and vehicle license, issue a temporary vehicle license valid for thirty days, and hand over the motor vehicle file to the motor vehicle owner." Thus, the approval period for the transfer is three days, calculated from the date of acceptance by the vehicle management office. Documents required for transfer and registration: Vehicle identification number rubbing, vehicle license, registration certificate, original vehicle purchase invoice or transfer ticket, valuation sheet, original or temporary ID cards of both buyer and seller, transfer contract (for corporate entities: affix a copy of the trustee's ID card) and copies (1 copy each of the registration certificate, invoice, and original owner's ID card, 2 copies of the vehicle license, and 3 copies of the buyer's ID card), power of attorney from both parties, and the "Motor Vehicle Transfer Registration Form."
I've helped friends with inter-provincial vehicle transfers several times. The file review can be completed on the spot, but it usually takes the DMV 2-5 working days to organize the files. Once done, you'll receive a sealed file bag and temporary license plates, at which point you can drive to another province. Key reminder: You must register at the destination DMV within 30 days of receiving the file bag! For mailing, it's recommended to use China Post EMS Vehicle Administration Special Delivery, typically taking 2 days within the province and 3-5 days across provinces. Never open the yellow file bag yourself. Check the emission standards of the destination city in advance—some cities don't accept vehicles below China V standards, and making a wasted trip would be a big loss.
