Failing to display the official license plate promptly may result in a 12-point penalty. The process for licensing a new car includes: 1. Obtaining the vehicle certificate of conformity; 2. Keeping the triplicate purchase invoice; 3. Paying the vehicle purchase tax and receiving the tax certificate; 4. Preparing necessary documents: original and photocopy of ID card, and for non-local residents, original and photocopy of temporary residence permit; 5. Registering and inspecting the vehicle at the DMV; 6. Selecting the vehicle license plate number.
