If the vehicle transfer is processed between local residents, the new license plate and vehicle registration certificate can be obtained on the same day. For out-of-town vehicles being registered locally, the process must be completed within three days. If the license plate cannot be obtained immediately due to production reasons, a temporary license plate valid for 15 days can be applied for, with the option to apply up to three times. According to Article 18 of the "Regulations on the Registration of Motor Vehicles": When the ownership of a registered motor vehicle is transferred, the current owner must apply for a transfer registration with the local vehicle management office within 30 days from the date of delivery of the vehicle. Before applying for transfer registration, the current owner must resolve all traffic violations and accidents related to the vehicle. Article 19: To apply for transfer registration, the current owner must fill out an application form, present the vehicle for inspection, and submit the following documents and certificates: (1) Proof of identity of the current owner; (2) Proof and certificate of vehicle ownership transfer; (3) Vehicle registration certificate; (4) Vehicle registration certificate (driving license); (5) For vehicles under customs supervision, the "Certificate of Release from Customs Supervision" or a customs-approved transfer certificate must also be submitted; (6) For vehicles with expired inspection, a valid motor vehicle safety inspection certificate and compulsory traffic accident liability insurance certificate must also be submitted. If the current owner resides within the jurisdiction of the vehicle management office, the office must, within one day of accepting the application, verify the vehicle, check the vehicle identification number imprint, review the submitted documents and certificates, retrieve the old license plate and registration certificate, assign a new license plate number, annotate the transfer details in the vehicle registration certificate, and reissue the license plate, registration certificate, and inspection compliance mark.
