According to Article 33 of the Road Traffic Safety Law of the People's Republic of China: New, renovated, or expanded public buildings, commercial districts, residential areas, and large (medium-sized) buildings should be equipped with or have additional parking lots built; if parking spaces are insufficient, they should be renovated or expanded in a timely manner; parking lots in use must not be arbitrarily closed or repurposed. Within urban road areas, government authorities may designate parking spaces where they do not impede pedestrian or vehicle traffic. 2. Article 56: Motor vehicles should be parked in designated areas. Parking motor vehicles on sidewalks is prohibited, except for parking spaces designated according to Article 33 of this law.
